Cursors - Which takes more time: OPEN or FETCH?

I need to know which takes more time when dealing with cursors - OPEN or FETCH? I have tried finding it out on forums, but am unable to arrive at a definite answer.
Does OPEN actually fetch the data and place it in buffer cache or that is done during FETCH? And also, would it vary between databases - IBM DB2 and Oracle?
