A friend has approached me with an application idea which sounds just right for a Rules Engine, preferably one in Java or easily interfaced to Java.

It has been a number of years since I last looked at JESS and DROOLS so I thought I would ask the community for guidance. Are these projects still active? Are there alternatives I should look at? Any pointers to the state of the art in open source or commercial tools?

Well, this page seems to have quite a lot of info; including references to JESS and Drools.

As to the last bit of your question, I'm afraid I don't know; but you can probably find out from the project sites themselves.
