taglib directive - use tagdir attribute to locate a TLD file  RSS feed

Hello everyone
I am doing a SCWCD mock test on http://www.examulator.com/moodle/course/view.php?id=5&topic=all
And I have got confused with a question, which is question 62 of Summy Quiz 3

The question is: Which of the following statements are true?
One of the correct answers is: The taglib directive can use either the tagdir or the uri attribute to locate the tld file

In my knowledge, there are only two ways to locate a TLD in a JSP file:
1) If the TLD has a <uri> element, the TLD can be referred by the taglib directive via the uri attribute with the value of the <uri> element
2) If the TLD does not have a <uri> element, the TLD can be referred by the taglib directive via the uri attribute with the path of the TLD file location

I tried to search for this on the web for a while, but I could not find any examples about this.
Is that really the case?
