Must be hundreds of framework of what im looking for, but I dont know what it is called. What im looking for is a framework for getting info from various websites and send emails to persons when contents changes.

For instance, "see if the new montly government report has been uploaded", "or do an online search on a government website for insider trading of a particular company". Send an email with the info.

Are there such frameworks, and what are they called?

There are -or used to be- numerous web sites out there that would notify you if a particular URL had changed. I don't know that any of those ever went as far into details as you mention. These days, many sites have their own email notification or RSS feeds that you are expected to sign up for.
