For mySQL under development environment, you don't have to pay. Under production environment, you do.
Are there exceptions?

That latter part is news to me, and -I suspect- to many folks who use MySQL in production settings. Do you have a source for this that you can point us to? AFAIK, the GPL version of MySQL comes with no restrictions as to its usage or any financial obligations.
