How can I add new user accounts in Apache James Mail server with the Java Code?

I don't know that James has a Java API for that. You could analyze the code that's run if you add users interactively; it probably just creates a few files (or DB) entries that should be easy to create in your code.

Have you tried subclasses of AbstractUsersRepository from Mailet API?
One more question, why do you prefer James mail server? I guess there are a lot of alternatives.

I want to create my own email service like gmail, that's why I need to setup a server.

May I know which is the best mail server can I use as an alternative to James server.

There rarely is a single "best" of anything - it depends too much on your circumstances (about which we know nothing) to make a generic recommendation.

Before switching to another mail-server, have you tried Mailet API of James?
 
Don't get me started about those stupid light bulbs.
