java. lang. NoClassDefFoundError: org/ apache/ struts/ action/ ActionForm

I have been fighting with this error most of the morning. This runtime error occurs when I try and execute a method that is being referenced from an external jar. The jar is located in my WEB-INF/lib directory. I first thought that I had two versions of struts (I do not know what version I am using) in my app. I have another ap that references the same jar without any issues. So it has to be with something in my set-up. Does anyone have any ideas?
