// begins a comment. A exclamation mark seems to be a very short comment to make you aware of something.

In the Java programming language, there's no special meaning to a comment starting with an exclamation mark. Maybe it's some convention that the person who wrote the code used, to find places in the code that needed attention. Or they might have used a tool which recognises this in the source code for some reason.
 
Don't get me started about those stupid light bulbs.
