There seems to be very little information on how to integrate Birt into Netbeans.
Especially the report designer.

Perhaps because it's not designed for it. This from the very first sentence of the intro to the docs:
"BIRT is an Eclipse-based open source reporting system for web applications..."

If it's a proper Java project, I suspect there are jars that you can download and include into your build path, but I doubt whether even that will be as comprehensive as using Eclipse itself.

However, this being the first time I've even heard of it, the simple answer is: I don't know. Perhaps someone else has.
