Setting up my development environment using WebSphere Portal 6.1 on WAS 6.0

I face the strange issue of header values for "cache-control" on response headers as "no - cache" only. However all pages have header value for "cache-control" as "no-cache , no-store, must revalidate" when I move to testing environments. There seems to be some global setting controlling this, that is not part of the code.. Does anyone have an idea how to set it right ?
