How can i put a stuts tag "if" in a struts tag "select"

Hello all,

how can i dynamically assign properties to a struts tag like s:select using s:if? my program goes like this

<s:select key="getText('label.common.select.MgrEvalListDep')"
					<s:if test="userLogin.getAccessRights() eq 2"> 
						headerKey="%{departments.get(1).id}" headerValue="%{departments.get(1).name}"
						disabled="true"
					</s:if>
					<s:else>
						headerKey="-1" headerValue="%{getText('label.common.select.MgrEvalListNoFilter')}"
					</s:else>
					list="departments" 
					name="id" listKey="id" listValue="name" cssClass="input" 
					onchange="changeManagerEvaluationList()"
					id="departmentFilter"	
					/>

the page will go error on the layout of the jsp.

Please help me out. And if there are other ways to implement this please post.

What are you trying to accomplish? I'm thinking you should be either setting up dynamic properties in the action that prepares the page or evaluating the user properties/permissions in the action that handles the page submit.
