passing HTML DOM in a variable to display it in colorbox, but how to use jstl tags when assigning it

Dear Members,

I have a variable called htmlData to which I am assigning HTML DOM, to display the DOM in a colorbox.everything seems to be working fine but only for one thing.. the values coming from the Controller via database table values is not being displayed in the jsp file.Please advice where I am makint the Syntax error for the line:

<c:forEach var="listItem" items="${ProjectIds}"><option value="${type.PROJECT_ID}" >${type.PROJECT_ID}

I've already advised you about the folly of using this approach. Of course, JSTL and JSP tags aren't going to be evaluated in strings of JavaScript code. JSP must execute on the server long before the page gets sent to the browser.
