Struts plug in start up order

Does anyone know if the Struts plug-in's are loaded in the same order as they are in the struts config file. I have a scenario where a plugin is dependent on another. I have it in the config file first and works fine but not sure if it is a coincidence or if that is the way it works.

Generally it can be assumed that they are started in order in which they appear since XML parsers must maintain the tag order from the config file.
