Download Samples using SDK manager and search all files for "PreferenceScreen".

I'm confused what exactly you wish to implement. Do you want to implement a regular android app to show a screen like that, or do you want a HTML web page to look like that?
Your first post has a link to a screenshot of Google+ app's settings screen.
Google+ app is a native android app, and it's using the same PreferenceScreen.
If that's the type of screen you want to implement, then PreferenceScreen is the way to do it.
I'm not clear which HTML5 layout you're referring to. Is there a screenshot or sample we can see?

The term for that type of layout is Navigation Drawer.
http://developer.android.com/training/implementing-navigation/nav-drawer.html

From the screenshot, it looks like the background color is simply coming from holo dark theme. But if you do want a different color, you can set the linearlayout's background property to appropriate color resource.
