Sounds like this might be a bug in the version of Tomcat that you're using.

What does your JSP look like? Is it correct, or is there a syntax error in there?

Try searching on Google for "Scanner State 24 not Recognized".

I found the solution. I got that error because of syntax error in the configuration file.
