Running Tomcat as a service

Good day

Trying to config Tomcat as a service. specifics are

O/s Win2K Server
Tomcat version 5.0.28
Java Version J2SDK 1.3.1.13

the java version we are using is due to some LDAP considerations

I try to start as a service and get Service Specific error 0
I can start Tomcat with the Startup bat in the /bin folder just fine
all env variables are set correct.

help if you can

This might be obvious but do you have permissions to start a new service in that box?

yes I have permissions.

good thought the first thing I looked at but not so.
does the same with a base install of both and using the service account???

I believe there is an issue with Version 1.3 of Java and 5 of tomcat
