The children of SOAP's body should be namespaced qualified or may be?

+Pie Number of slices to send: Send
According to this specification , http://www.w3.org/TR/2000/NOTE-SOAP-20000508/ , it says "the immediate children element of SOAP body may be namespace qualified".
But according to MZ's notes , p27, it says all immediate children should be namespace qualified.
So, which statement is valid?

When you consider the SOAP specifications v1.1 : it is MAY be qualified (Immediate child elements of the SOAP Body element MAY be namespace-qualified.)

When you conform yourself to the Basic Profile v1.1: it MUST be qualified (R1014 The children of the soap:Body element in an ENVELOPE MUST be namespace qualified.)

So actually, both are correct...
