quick question about css and/or jquery (using JSP)

Hey guys this is a quick question
Attached, I have my .css and what I am trying to do is something similar to the 2nd attachment.

Not sure if you see the lines seperating the links, but was wondering is that done through css? or jQuery? and if it matters, I am using JSPs



my css looks like this

    position: fixed;
