It's a theme song from super-popular Soviet TV series about "militia" (recently renamed "police"): Sledstvie vedut znatoki (1971-2003). It became unofficial police hymn, I guess.

Wonderful. Just confirms my suspicion that Russian is the best singing language on earth - along with having the best national anthem ever (you'll have to excuse me linking the USSR version; but it's still my favourite, despite being a confirmed anti-Communist demi-Pole).
