Briefly? I'm sure there are ways to optimize for different platforms, but your java threading code is platform independent.

But the way threads are handled is OS-dependant.

What aspect of concurrency are you asking about? The javadocs and the JVM spec have many "must" in them, but also many "should" and "may". So there may be differences between JVMs and between platforms.
