I'm having some trouble creating a map for my program below. Below it is an example of what I'm referring to, but there we had an input instead of reading in a text file. How can apply it to what I'm trying to do here.

Whenever I see everything marked static I think there is something wrong? Why is everything marked static? If the answer is because it compiles like that, marking things static is the wrong approach.
You are trying to do too many things at once. You go on about maps, then text files. Create a Map or read from that text file. One or the other. Then try the other one. When you have got both working, you can put them together.
