"We wrote this bill in a way that will allow two years before this change is implemented so that Democrats and Republicans can keep working to either improve this provision or find smarter savings elsewhere,” she said on the Senate floor this week.

Remember the sequester. The logic was that the government would pass something so bad that it wouldn't be left intact. Which didn't happen and it took effect. So here we are again. With logic that sounds the same. Except this time it involves kicking puppies. (no offense intended - obviously our military veterans are stronger, smarter, etc than puppies - I meant an example of a group that people care about and don't want to see harmed. It's also disturbing for the US government to go back on pension promises. Not that it was good when Detroit did it. But Detroit is a failing city and literally doesn't have the money.
A big difference is that this time the intention didn't appear to be play
chicken with the pension cuts. That appears to be an afterthought. At least with the sequester, the parties involved knew full well what game they were playing.
