Can anyone tell me what this homework asks or how to start do it
Here is the application that drew the above graph:

Test your coding of class BarGraphWriter with TestGraph.

Well, that seems to be the tester application. Presumably, you have to write the BarGraphWriter class, that implements all the methods that this tester application calls.

A good starting place would probably be to create the class, with stub methods, with the required signatures, that this test application uses.

you mean like

public class BarGraphWriter
{ public static void main(String[] args
{ BarGraphWriter bargraph = new BarGraphWriter();
bargraph.setBar1();
bargraph.setBar2();
bargraph.setBar3();
bargraph.setBar4();
}
}

Nothing it says:
TestGraph.java:4: cannot find symbol
symbol : class BarGraphWriter
location: class TestGraph
{ BarGraphWriter e = new BarGraphWriter();

Yea, you are going to need to be able to comfortably compile programs first -- or at least, have a build environment. Perhaps, you should review some earlier lessons from your class?

Not sure what you are trying to say here... but since you resolved the topic, were you trying to post the solution?
