PHPBB is open source forum based on PHP, and has a lot of resource.

A forum isn't an application framework, so I'm going to move this to Other Open Source Projects.

there are several Forum in built on java technology
for example :
www.Jforum.net based on freemaker
if you want to know all OSS frum in Java then check out :

I forget best thing: GeiNuke is an opensource cms developed with Java, iBatis and Velocity
