I see this softwarwe package is written in Perl. How well do you need to know perl to deploy threaded discussions on a web site?
If my site supports CGI, does that mean they support Perl? What questions do I need to ask my site hoster / ISP about whether they will be able to support something like ubb?

I think you don't need to know perl. I have modified the source code a bit to add some small functionality I wanted. The modifications I made did require some Perl and HTML knowledge. I'm sure lots of people thoroughly enjoy the software as is - but as a programmer I find it difficult to resist the temptation to tinker.
Ask your provider what version of Perl you can use for your CGI stuff.
