I had annotated my service with @MTOM and it is working perfectly. But I noticed in the WSDL the below chunk:



Is this something which will always come in any @MTOM annotated service? Also what policy does it specify?

Yes, this indicates that the behavior indicated by the assertion is optional, specifically that non-MTOM-encoded exchanges are also supported by the endpoint.
