Not exactly sure what you are asking -- but job sites, like any other business, service their clients. And clients, in many cases, are targeted based on region, country, etc. So, if you can't seem to find job postings for your area, perhaps you should try a different site -- a site that services your area.

If you are asking why there are not many African companies looking for IT staff, my guess is that there are not many African companies which use information technology. The economy in many African countries is pretty bad and it's often hard to even create a company in many of them. But probably you already live in one of those places and I'm telling you something which you already know?

One issue might be that a lot of online IT job recruitment is via recruitment agencies using big sites like Monster, JobServe etc, because many employers do not want - or feel they cannot afford the extra resources - to handle the entire recruitment process in-house. So an employer who is looking for staff will pay a recruitment agency a fairly large fee, usually based on the salary for the successful recruit, and the agency will advertise the job, perhaps sift the applications and help to create a shortlist of suitable candidates. These days, most agencies advertise jobs online and the recruiter pays the online service provider a fee for using their service. So if you are looking to hire staff via an agency, you will have to budget for paying your recruitment agency's fee, which also includes the fee to the online advertising service.

But if you are in a country where salaries are very low by global standards, or where the structure of the local IT industry is not based around this corporate model, then it may be you cannot afford to pay all these fees or this approach is simply not suitable to your needs, so you find a different way to recruit staff e.g. through local networks/advertising etc.

Maybe this would be an interesting opportunity for you to set up your own online recruitment site specifically for the African market?
