For Eclipse, most plugins are free too. There are a few paid ones where you enter a license key to activate them.

Is there something stopping NetBeans from using this model? Or are you proposing that more people write NetBeans plugins?

I feel that NetBeans should adopt the model, however... so far with all my postings, I have only had one person like the idea.

What do you think?

I have no problem with the model. That's how our smartphones work. Some apps are free and some are not.

My impression is that so few people use NetBeans (compared to Eclipse) that it wouldn't be worth Oracle's time to implement a for-pay plugin ecosystem.
 
They weren't very bright, but they were very, very big. Ad contrast:
