There is a java application (a local executable app) which job is to query to the database and generate csv files. This is executed daily at a certain time. Right now it was decided that other web applications should be able to trigger this process whenever they desire. So now it was decided to make it a web application.

The issue is do other applications communicate with it through a web service or is communication through http post enough? would web services be an overkill for this? there's no exchange of valuable information, just a trigger needed.

I wouldn't call it overkill - it's quite easy to get a JAX-RS WS up and running, and the client side might actually be exactly the same. If you aren't yet familiar with JAX-RS, maybe this is a good opportunity to learn it, so that it's part of your toolchest going forward.
