Logging best practice for web application

Hi,
I am working on a web application (using Struts). My logging requirement is..

1. Want to log info and debug to a file that roles for every hour. (i.e. i need a new file need to be created for every hour).
2. Log error should be written to another file. (Which i occasionally verifies, or thinking of writing a monitor program that monitor this file and sends me a email.( these monitor and email stuff i am not expecting from log api.)

Just googled for better APIs for above two requirements and confused totally with too many options to try..

Can you suggest me simple way to start...
