Go to http://schemas.xmlsoap.org/soap/encoding and save the schema in your project. Include this schema in your schema file. Generate JAXB classes again.

However, few soap encoding data types are non standard encoding and few are obsolete and not part of WS-I interoperability. I would not recommend to use them. Take a look here.
