In EPractice Lab, there is a question: "SOAPHandler in the order specified in configuration are executed first and later the LogicalHandlers specified in the
order get executed."
Choice A: True
Choice B: False

I think it depends if it is talking about incoming or outgoing messages.
For incoming, it is true.
But for outgoing, it is false.

However, the question does not specify whether the message is incoming or outgoing.
