By "implement FCKEditor" I assume you mean how to integrate it into a web site. The FCKEditor site has a demo page that shows it in action. By analyzing that page's HTML, CSS and JavaScript you should be able to figure out how to use it.
Note that FCKEditor is not at all a CMS, but a browser-based rich text editor for text fields. [ February 26, 2007: Message edited by: Ulf Dittmer ]
