Not able to compile TagHandler class

This is my TagHandler class



But it is not able to find all the classes referenced in the code.
While compiling I am mentioning the servlet-api.jar

My compilation statement is this

C:\Tomcat 7.0\webapps\SimpleCustomTags\WEB-INF>javac -cp "C:\Tomcat 7.0\lib\servlet-api.jar;.;" classes\foo\*.java

It says package javax.servlet.jsp.JspException and javax.servlet.jsp.tagext.SimpleTagSupport does not exist.

I get it I have to use jsp-api.jar .
the classes is not in the servlet-api.jar .
