Originally, if you didn't wrap all the JSF elements in a view tag, you would have serious problems. That was back when JSF View Definitions were built on JSPs instead of being an independent template.
I'm not clear on the exact need for a view tag these days, but if you do have one, all of your elements should be within the body of that tag. Better yet, consult the JSF documentation appropriate for the JSF version that you are using.
An IDE is no substitute for an Intelligent Developer.
