Which is easier: Ground up or enhance existing web application?

Hello guys,

I'm planning to build my own classified website alone due to I think it will give me decent income. However, I'm not sure which one is easier or can finish my website faster. Each has its own disadvantage:

1. If I choose ground-up, definitely I will choose Java as programming language since it's also what I'm using at my current work. However, I think I will also get a slow learning curve since I have no experience in ground up web development

2. I also opt to download existing application/theme dedicated to classified website from the internet then from that I will study its framework/structure and then modify the existing theme.
However, it's in PHP programming language! I haven't use PHP, CSS, javascript from my entire life. If that's the case, I need to study first the basics of those languages. I can't see existing themes written in Java from the internet to download. And also, I was planning to pursue getting OCPJP this year. If I choose this, then I need to deprioritize my certification

Can you please advice?

I think you need to explain what you mean by a "classified website".

However, in general, I would favour using existing, mature frameworks - whether Java-based or not - simply because it's the "OO" way.

Don't write a line of code (if you can help it) that has already been written by someone else, otherwise you'll simply be "re-inventing the wheel" and, if you choose a reputable producer like Apache or Oracle, the likelihood is that they will have thought through the problem far more than you're ever likely to.

One thing to note: if you're writing a web application, even if you stick with the Java route you're going to need JavaScript and CSS.

I'm planning to build a classified ad website. I'm planning to beat craiglist (lol).

Currently I'm choosing option #2. I downloaded and installed PHP and apache webserver and downloaded an existing classified ad themes.
I hope it's the way to go and my decision is correct. Right now I'm having hard time studying PHP, interacting with the MYSQL database (as I am currently proficient in Oracle) and reading some html and java scripts to add/remove some fields on the page.
