Proper place to write cxf publishing code  RSS feed

I am learning apache CXF. I have a service SEI and implementation class. Just want to understand if apache CXF services are always published through an extra piece of code that goes something like the below... Can't they be left to directly get published by a server.

JaxWsServerFactoryBean svrFactory = new JaxWsServerFactoryBean();
org.apache.cxf.endpoint.Server server = svrFactory.create();
Endpoint cxfEndpoint = server.getEndpoint();

If there needs to be separate piece of code, in a web app, where should that ideally be?

It is sorta covered in the JavaRanch Style Guide.
