CSS not applying in JSF2

For some reason my CSS is not rendering in my JSF pages. From everything I can see it looks right but none of the padding, etc are working. Any suggestions?

Did you put the stylesheet in the resources/css folder?

The docs I found in this were pretty fuzzy, and it has been a while, but a quick search for an example was using "css" for the library attribute.
