jakarta HTTPClient J2EE compliance

I am looking for any data which can tell if jakarta HTTPClient is compliant with J2EE 1.3 out of 3.1 and 4.0

Any pointers will be appreciated

What exactly do you mean by "compliance"?

HTTPClient does not implement any J2EE API, so one can't claim that it is compliant with any version of J2EE or JEE. It can certainly be used alongside J2EE classes.
