I understand that Java EE builds on Java SE, but is there somewhere I can find the exact relationship between the versions? For example, if I am looking to upgrade to Java 7 EE, how or where can I find out which version of Java SE is it built on? I've been reading the Java EE Platform spec and various other sources, but I can not seem to find where this information is explained to that level of detail.

For the last few JEE versions (the ones that are still relevant now, JEE 5 and newer), it's the case that JEE X requires JSE X.

Thanks, that makes it easy. I need to prepare for a presentation. Do you know where I can locate specific references that I can cite?

The JEE specifications should mention pretty much up front which JSE version they rely on. You can find all specs linked at http://www.coderanch.com/how-to/java/SpecificationUrls.
