Scaling images using JAI

I have code to convert tiff image to PNG image.
I want to scale my PNG image to 800X800 without losing quality.
I use the below code but seems doesn't work.Its not resizing the image to specific height and width.

The built-in javax.imageio package can do that without resorting to JAI (which is an obsolete library).

I want to scale my PNG image to 800X800 without losing quality.


If the original image is smaller than that, then this is not possible - scaling bitmap images up always loses quality.
