Question related GPIO Pins in Android?

Hi,
I am working on Wandboard.
I port Android4.4.2 precompiled image in SD card & use it.
I can run c programs also which compiled with arm compiler.
By c program i can use GPIO pins as i want. example:-
I attach LED with key to particular GPIO pin. when c program not running..if i press key..LED not work.
If i run c program then i can see LED is working when i press key.
When c program stop again LED working stop...means i can handle GPIO pin as i want.

Now i want to write apk in java program which should work same like c program...
Question:-
1. Is Android (Google) gives use ready-made API for GPIO pins which can be use as library in java program. So no need to write c program & use JNI NDK etc
2. What is other way?
