ok, firstly, as the message says, it could not find your WebLogic license file. Unlike some software available over the internet, licences for WLS are not free, they are bought from BEA. That pays for BEA to provide support and further development on the product amongst other things.
secondly, you can download the latest release of WebLogic Server, 5.1, with an evaluation period of 30 days. It includes the license file (valid for 30 days).
If you have an older version of WLS it is possible that the license has expired.
