What does "match images" mean? What are the inputs and outputs? And what do you mean by "used in web"?

This is a hard problem, for which you'd need to do some serious image processing. Should a B/W version and a color version of the same image be considered the same? Should a version with a reduced color palette (maybe 8 bit instead of 24 bit) be considered the same?

For a project this complex you need to work in stages - don't even think about the design of a web service until you have all the other parts working.

Image processing has a long long history of work in Java. You might start by learning how to extract various characteristics of an image and expressing them in ways that can be compared.
