Free ISO DVD burner?

Is there any free ISO DVD burner? I want to burn a Linux ISO on Windows 8.1.

Can I simply download the ISO and burn it by right clicking ISO and say "Burn Disc Image"... will this be still bootable?

I checked UNetbootin. Can I use it on windows to create bootable for linux?

If the ISO itself is bootable, then yes, burning the disc image to the CD/DVD will also make it bootable.
