Yes.

I don't understand your question, as you have already found the ".../free..." link. If you have a (paid) licence key, then you can upgrade to get extra functionality. But the free version is all you need for running VMs e.g. for Hortonworks Sandbox. Or you can just use VirtualBox instead.
