Are you asking if there are any websites that will compile and run your web application?
... or ....
Are you asking how you would write a web application that can compile and run a program?

You have outlined quite a complex problem with many pitfalls.

Where are you in your understanding of Java the language and the Java servlet and JSP API?

You should first get those fundamentals, then think about how to do your project.

OK, so as you're an experienced Java developer I assume that you have already had some ideas about how to do this. Tell us what ideas you have had, and tell us about any prototypes you might have tried out, and we can discuss them.
