RESTful Service client using Jersey

I am trying to code a client for connecting to LyricWiki API ( keeping in mind that in the near future I might also need to develop my own RESTful service (but not yet). So, I read over a bunch of recommendations and best practices and concluded that I will use Jersey for this purpose. However, I have a few questions regarding this approach:

1. Do I need a web server (e.g. Tomcat) for developing a client that connects to LyricWiki API's REST service?

2. Do I need a maven project to do that (I would rather not get involved with Maven, if possible)?

3. Does anyone out there know a tutorial for writing a REST client with Jersey that does not use Maven?
