Accessing scriptlet variable in JSTL

I have the following code. I want to know 2 things:
1. Whether the variable in scriptlet can be displayed in textbox 'value' attribute
2. How can I use it for testing with <c:if>



While i read that displaying the value from bean is possible if we have isELIgnored="true", is doing the above one possible?

I want to do the following
Dont know which of the two can be followed


and display it in the textbox. For both the things I need to access the scriptlet value

Also based on each 'action', I need to display/hide certain fields, which I think i can do it with <c:if>. I want to know how
 
Don't get me started about those stupid light bulbs.
