<security-constraint> in web.xml

I am creating few methods in a RestController using spring 3 .
I want to implement <security-constraint> (web.xml> mechanism for few URLS which are mapped to the methods in controller.
I just want to learn do I really need to provide all the username , password and roles in tomcat-user.xml file since they are already saved in database .Please explain.
